In many instances, government agencies require proof that local amateur radio operator have had a minimum amount of training and are recognized as a standard among EmComm operators, these training programs, typically free through FEMA and other agencies, also provide good knowledge and can help the amateur (and others) to better understand the chain of command in emergencies as well as prepare you for the terms and paperwork used.
